2. Minutes and actions from previous meeting (KM)
· Minutes have been signed off by the ODG.
3. Mayoral Combined Authority update (MD)
a. Rural Franchising Pilot
· Targeted stakeholder and community engagement session have been held in five pilot areas.
· Engagement survey has been distributed looking at barriers to network and barriers to access on the network.
· The engagement will build into a set of local objectives for each pilot area and inform next steps.
· Looking to develop two scenarios low intervention and high intervention with costings for both, once this is done will approach both operators and stakeholders for comments.
b. BSIP refresh
· Presentation was made to the group by MD.
· Points raised by group members:
o AMG expressed that CPT has released research on bus journey speed which may be useful.
o PT asked where the corridors were chosen from on the targeted intervention list. MD to confirm.
o PT has expressed that by having a clockface timetable this would potentially slow down all journeys throughout the day to make up for times when traffic is busier during the day. Certain buses are also limited to when they can get into bus stations so having clockface would not be possible for those buses.
o For the safety aspect would be worth putting that as a commitment rather than a ambition.
o All commitments should have a budget attached.
o AMG has suggested looking into discounted entry into attractions if bus ticket is presented.
o Rural franchising pilot should be a commitment, not an ambition.
o Section 22 and community transport should be abiding by the same rules as local bus operators.
o TH has expressed that as part of the works the combined authority should be inheriting the York EP bus forum accessibility tracker.
o AMG suggested that combined authority look to get buy-in from local police for support with anti-social behaviour and damage to shelters.
o Essential to focus on getting young people using buses, to form lifelong travel habits.
o Common travel brand should be a commitment, not an ambition; although a fully-branded fleet may need to remain an ambition for now.
o Charging infrastructure should be a commitment not an ambition, as the fleet electrification commitment will be completely dependent on this.
c. Enhanced Partnership next steps
· Combined Authority are considering a joint EP for the area but options still being looked at.
· TH has asked the Combined Authority to consider First’s motion to review the no price premium for all York tickets when looking at new EP.
4. BSIP (TH)
a. Bus stop improvements update
· CYC are still awaiting funding decision.
· List of 100+ stops have been identified as improvement recommended.
· CYC working with highways colleagues to complete improvements at the same time to avoid disruption for residents.
· Positive feedback on Clifton Green bus stop improvement.
· JCDecaux and Bauer shelter replacements are facing delays due to utilities works in foundations.
b. City Centre Corridor update
· Decision at executive has been approved.
· CYC would like to thank all operators for their support so far with the Rougier Route project.
· Next stage is finalising design works.
· Aiming to complete works before Christmas embargo period.
· Looking to launch in January 2027.
· CYC and Operators to look at best time to do timetable change once Rougier Route has been rolled out.
d. Park and Ride hubs update.
· Finalising detailed designs and aiming for small scale improvements to made prior to Christmas 2026.
5. Operator updates
· SFi provided update that 11 new buses will be used on the X46 route which is a £3.1m investment.
6. Group updates and actions
6..1. EP Forum
· Format of the EP forum has now been changed to twice a year model.
· Next meeting Is September and looking at agenda from now onwards.
· Taxi scheme still ongoing this is to be completed ASAP.
6..2. Performance Group
· Punctuality is a major improvement this year, this may be due to works at station coming to an end.
· Christmas wash up meeting was held last month and was useful.
6..3. Ticketing group
· First has raised query over the no price premium in the EP for the multi operator tickets.
· First is working to put multi operator tickets on the first app asap.
6..4. Marketing group
· Christmas Marketing campaign was viewed 2.6 million times in 2025.
· Will be promoting again in 2026.
· Rougier Rroute will now be priority for comms team.
· Work is planned to promote bus stop improvements.
6..5. Infrastructure group
· This has been covered by BSIP bus stop improvements update
6..6. Passenger Liaison Group
· No update provided as this is covered within EP forum drop in session.
7. Major Schemes update
· Station Gateway works are progressing.
· Meeting is being held on Friday to review information on the bus loop. Design discussions will be held with operators ASAP.
· Discussions are being held with developers of the Langwith Village development (on Elvington Airfield site) to look at dedicated services and bus only lanes to university from the development, along with a new grade-separated junction on the A64.
8. AOB
Letter has been received from traffic commissioner requesting that the York Clean Air Zone TRC is moved from O-Licences and instead becomes an annex to the EP Scheme. The wording and requirements will remain unchanged, so this is not considered a material change to the EP. No objections were made.
